On August 14th, the NPRC and American Payroll Association, whose members will be directly responsible for implementing and administering the employee Social Security tax deferral, offered a joint letter with brief recommendations to assist with guidance. We offered to discuss this with IRS and Treasury officials if it would be helpful.
